RESPONSIBILITIES & DUTIES: 

Acting as the primary advisor for all Veteran and Dependent students utilizing education benefits, the Veterans Advisor/Certifying Official will be responsible for submitting enrollment, adjustment, termination and other certifications in VA Once for all applicable chapters of the GI Bill and the Vocational Rehabilitation and Employment (VR&E) program as required, assist with the Cal Vet Fee Waiver program, as well as maintain the Veterans module within CI Records (Oracle/PeopleSoft).  The incumbent will regularly check class schedules to ensure all courses are required for the student’s degree program; find and report all dropped classes that would affect payment to prevent overpayment by the VA; intake, process and file all applicable VA award letters; review student records to include study abroad, non-college degree programs and other deviations from recognized degree plans.  As the primary point of contact for Veteran and Dependent students, the incumbent will evaluate incoming transfer credit including military credit; coordinate with university offices to refund application fees for eligible students; advise and assist students, faculty and staff with the development of an academic plan; assist students who are called to active duty with various university policies (leave of absence, refund of fees, financial aid issues, etc.); advise students and serve as an advocate providing students with alternatives for navigating degree requirements and identifying limitations and possible consequences of academic decisions, such as withdrawing from classes.  Additionally, the Veterans Advisor will interact with the VA Regional Processing Office and the California State Approving Agency for Veterans Education to maintain yearly catalog approval, and to ensure sensitive situations impacting military and veteran students are settled in a timely and efficient manner.  The incumbent will work collaboratively to coordinate and participate in on-campus military affiliated functions to include, but not limited to, VA education information sessions, orientations, and campus events as directed.  The incumbent will also stay abreast of legislative, regulatory and other changes that may impact military affiliated students and make recommendations as necessary; stay informed with VA benefits rules and regulations, SVO Handbook information, and CSU CA residency regulations as it relates to CSU Admissions policies.  Performs other related duties as assigned. 

Work requires the application of knowledge and judgment in using the principles, techniques, regulations, standards, and guides of the Registrar’s Office.  The incumbent must, at all times, uphold and abide by the Federal Educational Rights and Privacy Act (FERPA) and implement, communicate, and enforce federal, state, CSU system, and university policies and regulations.

REQUIREMENTS OF POSITION: 

Working knowledge of the practices, procedures and activities of the Registrar’s Office; general knowledge of the methods and problems of organizational and program management.  General knowledge of research and interview techniques; and the principles of individual and group behavior. 

Ability to interpret and apply program rules and regulations; use initiative and resourcefulness in planning work assignments and in implementing long-range program improvements; obtain factual and interpretative information through interviews; reason logically; collect, compile and evaluate data and make verbal or written presentations based on these data; advise students individually and in groups on routine matters where required; recognize multicultural, multi-sexed and multi-aged value systems and work accordingly; establish and maintain cooperative working relationships with faculty, CSU administrators, campus colleagues and other private and public agencies; and, rapidly acquire a general knowledge of the overall operation, functions and programs of the campus.  Demonstrated ability to make decisions and carry through actions having implications with regard to other program or service areas.   

Bachelor’s degree from an accredited four-year college or university in one of the behavioral sciences, public or business administration or a job-related field.  Additional specialized experience during which the applicant has acquired and successfully applied the knowledge and abilities shown above may be substituted for the required education on a year-for-year basis. At least two years of experience in a Registrar’s or equivalent combination of experience, providing outstanding service to prospective, admitted, and enrolled students.  A master’s degree in a job-related field may be substituted for one year of the professional experience.   

A background check (including a criminal records check) must be completed satisfactorily before any candidate can be offered a position with the CSU.  Failure to satisfactorily complete the background check may affect the application status of applicants or continued employment of current CSU employees who apply for the position.  Additionally, incumbent should recognize multicultural, multi-sexed and multi-aged values systems and work accordingly.   

The person holding this position is considered a ‘mandated reporter’ under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 Revised July 21, 2017 as a condition of employment. 

Hiring Salary:  $4,304 per month
