Salary

CSU Classification Salary Range: $63,288 - $92,208 per year (Step 1 - Step 20); Step placement will be determined based on relevant qualifications and professional experience. Step placement upon appointment is not expected to exceed Step 13 ($80,268 per year). Future increases, including step advancement, are subject to contract negotiations.

Position Information

The California State University, Office of the Chancellor, is seeking a Financial and Operations Analyst to provide fiscal and administrative oversight to support the operational effectiveness of the department. The role exercises independent judgment in analyzing a budget portfolio comprised of multiple funding sources and constraints, and makes recommendations to maximize department resources. It ensures full compliance with CSU Chancellor’s Office, state, federal, and private grantor fiscal policies, practices, and procedures. The incumbent is responsible for processing all expenditures, reconciliations of financial activity, error resolution, and submittal of annual budget requests and quarterly reports.

The position provides comprehensive administrative and human resource support to the department in coordination with the Strategic Enrollment Management and Student Success Division. It applies policy knowledge and independent judgement in coordinating and processing HR-related documents. The incumbent performs routine and complex office duties in a fast-paced environment including calendaring; on-site and off-site meeting and event planning; preparing, processing, and compiling of data and reports; travel support; and serve as first point of contact for departmental engagement, responding to inquiries from campus and external partners.

This position is approved for telecommuting (two days telecommuting, three days in office (in-person)) with onsite work at the main headquarters located in Long Beach, California.

Responsibilities

Under the general direction of the Assistant Vice Chancellor, Strategic Enrollment Management, the Financial and Operations Analyst will perform duties as outlined below:

Financial and business-related transactions:

-Coordinate, administer, analyze, and monitor all financial and business-related transactions for the departments across all funding sources in coordination with the division and related departments within the Chancellor’s Office.

-Independently research fiscal issues, identifying expenditure and encumbrance errors and resolving issues with appropriate Business and Finance units.

-Analyze budget data and prepare management reports on current status as well as forecasting and trend analysis. Make recommendations to AVC and directors on financial planning.

-Develop tools to monitor expenditures, encumbrances, and expenditure projections, ensuring transactions follow CSUCO, state, federal, and private grantor fiscal policies, practices, and procedures.

-Stay abreast of changes in fiscal rules, regulations, policies, practices, and procedures and ensure that department management is apprised of the implication of these changes.

-Prepare the annual budget request, quarterly budget reports, and contractual and grant reports.

-Work with internal CO divisions, campus partners, and external vendors to coordinate the allocation of funds, stipends, and payments for services.

-Process, track, and reconcile all departmental fiscal activity, including allocations, contracts, invoices, reimbursements, interagency financial transactions (IFTs), and procurement credit card entries.

-Reconcile accounts on a monthly basis and make appropriate corrections to ensure that the budgets are accurate and that expenditures are in compliance with fund sources’ policies, regulations, and restrictions of funds. Address issues of concern as needed.

-Communicate regularly with the division of Strategic Enrollment Management and Student Success and Business and Finance to ensure departments are in compliance with financial transaction policies and procedures.

-Track and monitor income and expenditures of counselor conference trust account.

Support and coordinate general and complex administrative activities:

-Support complex calendaring and meeting scheduling.

-Prepare, process and compile data and reports.

-Serve as the first point of contact for departmental communications, providing responsive and professional engagement with internal and external stakeholders. 

-Coordinate procurement of office supplies, equipment, and track departmental inventory.

-Coordinate and support logistics for on-site and off-site meetings and events in adherence to the CSUCO conference policies and procedures.

-Arrange travel accommodations and process requests and travel claims in accordance with applicable CSUCO travel policies and procedures. 

-Provide general administrative support to the AVC including but not limited to AVC and departmental calendaring management, report preparation, and communication coordination.

-Track and proactively work with the department to ensure all memorandums and publications are completed and approved for distribution in a timely manner.

Support human resources related activities:

-Prepare, coordinate and process HR-related paperwork and support for recruitment, separation, renewal, and reclassification, and maintain personnel files for department.

-Support personnel matters such as new employee set up, desktop services, office configurations and time and attendance tracking.

-Support coordination and scheduling of all recruitment and hiring activities.

-Assist staff with the preparation of personnel documents, review them for accuracy and compliance with CO processes and procedures.

-Work collaboratively with SEMSS Division Office on space management for department and work with CO partners to ensure adequate technology and tools are in place.

Provide general assistance with office projects and supports department staff:

-Provide general assistance to department staff as needed for the effective and efficient operations.

-Complete projects or duties as assigned by the assistant vice chancellor.

-Provide support for outreach and recruitment events planning including but not limited to hotel selection, meeting room assignment, room set-up, media, dining/catering, signage, decorations, security, publicity, marketing, registration, speaker confirmation, procurement, printing, transportation and off-site activities.

-Lead and coordinate day-to-day operations for department.

-Other duties as assigned.

Qualifications

This position requires:

-A Bachelor’s degree from an accredited four-year college or university or equivalent combination of education and related experience is required.

-Three years of responsible budgetary experience required, including budget development, budget preparation and reconciliation, financial analysis, or related experience.

-Administrative work experience including the development or improvement of administrative procedures.

-Proficiency with computer applications including Microsoft Office is required.

-Strong analysis and problem-solving skills. Ability to assess, formulate, and evaluate the impact of implemented policies from a strategic and operational perspective.

-Ability to present information clearly and effectively, respond to inquiries from staff on a variety of policies and procedures, and determine the most appropriate method or approach to address a fiscal or administrative manner.

-Demonstrated expertise in and knowledge of the principles of public fiscal management.

-Ability to understand problems from a broad perspective and discern applicable underlying principles to develop recommendations.

-Excellent written and verbal communication skills and effective interpersonal skills required.

-Experience with working effectively with a diverse group of individuals and a multi-cultural environment (faculty, students, funders, administrators, program officers, CSU stakeholders).

-Demonstrated skill in assisting and speaking with persons of various ages, socio-economic, cultural and/or education backgrounds.

-Excellent organizational skills in a multi-tasking environment; excellent attention to detail.

-Ability to handle multiple tasks simultaneously and ability to prioritize tasks to ensure completion in a timely manner to meet deadlines.

-Ability to take initiative and independently plan, coordinate, and perform work in various situations, demonstrate flexibility and reliability where numerous and diverse demands are involved.

-Ability to work effectively and productively as part of a team through close collaboration with colleagues, foster cooperative working relationships, and maintain a positive and respectful attitude.

-Ability to provide excellent customer service to the University community, vendors, and stakeholders, and doing so in a polite and timely fashion.

-Ability to use a broad range of technology, systems, and software applications.

-Work independently, but willing to take directions and ask questions.

-Ability to address sensitive issues and push them through to resolution.

-Ability to exercise sound judgment and handle confidential matters with tact and diplomacy, and to maintain confidentiality of information as needed or to protect the rights of individuals or the University.

-Independent evaluation and determination of workload priorities.

-Ability to attend off-site meetings and conferences and travel for day-long and overnight assignments.

Preferred Qualifications

-Expertise with state or higher education fiscal policies, practices and procedures, preferred.

-General knowledge of governmental, non-profit, and GAAP and regulations, laws, and rules, preferred.
