Administrative Analyst/Specialist I - Non Exempt
RESPONSIBILITIES & DUTIES:
- Research and resolve complicated issues and inquiries involving pay and benefits; providing a high level of customer service and problem resolution.
- Communicate effectively with employees, the Chancellor’s Office (C.O.), the State Controller’s Office (SCO) and CalPERS.
- Analyze collective bargaining agreements in relationship to pay and benefits, complete reports, and coordinate responses to the C.O./SCO staff to resolve complex pay and benefit related issues.
- Support the daily Human Resources Information Systems (HRIS) payroll and benefit processing functions.
- Effectively deliver benefit information to the campus community. This includes, but is not limited to, health benefits, retirement plans, tax deferred investment options, flexible spending programs, a variety of voluntary insurance and benefits options, and disability and leave of absence programs.
- Independently process and audit payroll and employment related transactions for faculty, staff, and students.
- Analyze employee benefit eligibility, send communication to employees, process enrollments and cancellations, and resolve errors with CalPERS, the SCO, and other benefit carriers as necessary.
- Coordinate training classes and workshops related to payroll and benefits.
- Review and audit all work against university and CSU systemwide standards.
- Ensure all forms submitted by employees are accurate prior to processing.
- Make Affordable Care Act entries into the SCO system for accurate reporting.
- Consistently apply complex policies and procedures according to CSU guidelines, applicable state and federal laws, educational codes, and collective bargaining agreements.
- Assist other department staff in meeting deadlines when necessary.

REQUIREMENTS OF POSITION:
Bachelor’s degree and/or equivalent training and administrative work experience including two years of administrative work experience in payroll and benefits. Experience in higher education preferred. Knowledge of public sector and CSU/PIMS/PeopleSoft specific experience a plus. Ability to clearly demonstrator possession of the general knowledge, and skills to perform the duties of the position. Ability to identify and analyze user or system problems. Must also possess a broad-based knowledge in payroll and benefits regulations, practices and principles; with the ability to analyze data and make accurate projections using business mathematics and basic statistical techniques. Must be able to understand, analyze, interpret, and apply a wide variety of policies and procedures. Must demonstrate sound judgment and a high level of motivation; be able to organize and plan work and projects to handle multiple priorities; meet deadlines and complete assignments with high attention to detail; and possess the ability to multi-task in a fast-paced environment. Must be able to demonstrate a high level of customer service and responsiveness, exercising some ingenuity to meet needs while adhering to all legal constraints resulting in effective resolution. Excellent oral and written communication skills. Excellent teamwork skills and the ability to maintain effective, inclusive, and cooperative relationships in the course of duties. Strong technical skills including use of Microsoft Office products.

Hiring Salary: $3,500 - $4,100 per month
