RESPONSIBILITIES & DUTIES:

Assists the Chief Information Officer, ITS leadership, and other ITS units in developing, deploying, and maintaining a reliable, efficient, seamless, and cost-effective technology infrastructure for the campus. Oversees the design and daily operations of the enterprise information technology (IT) infrastructure and core services, including physical and virtual servers, data storage, identity management, wired and wireless networking, telecommunications, email, video and cellular, data centers, and cloud-based applications and services. Leads and facilitates projects related to technology infrastructure and ensures University project management standards are followed. Develops and manages technology infrastructure plans and assists with budgeting, including spending justifications and cost models. Measures, monitors, and reports cost, performance, availability, recoverability, and efficiency across all infrastructure systems, and reports against campus, system, and industry baselines and targets. Assists in development and implementation of technology policies and procedures that reflect the mission and goals of the department, the Division, and the University.

Researches, develops, and implements strategies relating to data center locations and facilities, cloud-based systems, back-up, recovery, enterprise storage, and identity management. Responsible for business continuity and disaster recovery planning of infrastructure systems and leads incident response and recovery efforts. Assures high-reliability and availability of enterprise infrastructure systems by enforcing adherence to processes and standards. Responds to emergency and critical incidents at any time, including nights, weekends, and holidays, and oversee maintenance and installation that occurs outside regular business hours. Performs root cause determination and problem resolution.

Works with Facilities Services on the design and implementation of campus network infrastructure for all new and renovated campus facilities. Engages vendors and strategic partners to evaluate and select technology solutions to develop University technology infrastructure. Works with key stakeholders across campus to ensure identity management solutions provide sufficient security, interoperability with key systems, and convenience for stakeholders and users. Cultivates professional development of direct reports and facilitates opportunities for training in technical skills, leadership, project management, and creative problem solving. Closely monitors technology trends in higher education and industry and participates in meaningful exchange of ideas and information with other institutions to improve and expand the use of technology at the University. Participates in CSU systemwide meetings, attends tradeshows and technology demonstrations, and meets with industry and higher education professionals to stay abreast of technology infrastructure changes. Works with the Chief Information Security Officer to determine and maintain the efficacy of the campuswide security infrastructure and identify foreseeable internal and external information security risks. Monitors IT systems as requested. Identifies and reduces security vulnerabilities and monitors and investigates complaints of noncompliance. Serves as primary campus contact with CSU Chancellor's Office coordinating policy, training, and service standards related to technology infrastructure. Performs other related duties as assigned.

REQUIREMENTS OF POSITION:

Bachelor's degree in computer science, information technology, or related field, or equivalent experience. Master's degree in computer science, information technology, or related field preferred. Minimum eight years’ experience working in information technology with increasing levels of responsibility, preferably in higher education with at least five years’ experience managing infrastructure service teams. One or more certifications to demonstrate technical and management abilities preferred (Examples: CISSP, PMP, ITIL, CGEIT, MCSE, LFCS, CCNA, AWS Solution Architect, or similar).

Demonstrated experience operating or managing enterprise campus networking, including copper and fiber-optic infrastructure, level-2 and level-3 networking switches and routers, and 802.1X Wi-Fi. Demonstrated experience managing a highly virtualized server environment. Understanding of cloud strategy and ability to procure and manage cloud-based services from multiple vendors. Knowledge of backup, recovery, and disaster recovery procedures and services. Strong technical expertise with IT infrastructure, networks, systems, SaaS, and hosted environments, including Microsoft Azure, Amazon Web Services, and similar services. Extensive knowledge of: TCP/IP (UDP, TCP, and ICMP); DNS; DHCP; ISP peering; routing; QoS; and IP Addressing. Project management experience in architecting and deploying enterprise network and server infrastructure including WAN, LAN, wireless, Active Directory (AD), physical, and virtual servers. Ability to understand and lead projects implementing and operating various enterprise-level security tools and practices, such as vulnerability scanning, patching, log management, data scanning, intrusion detection and prevention, IT audit, etc. In-depth understanding of network security architecture and best practices and experience working with one or more leading enterprise firewall vendors. Knowledge of current security policy compliance requirements including FERPA, HIPAA, and PCI-DSS. Experience deploying and managing voice technology, monitoring technologies, enterprise identity, and access management technologies. Proven experience managing teams performing scripting and programming as it relates to system integration and continuity of services across core infrastructure (servers and systems). Demonstrated experience providing operational support to complex projects, including budgets, timelines, milestones, reporting, and compliance. Thorough understanding and proficiency in the use of standard desktop software tools, and ability to effectively analyze data and present coherent results in the form of diagrams, documents, and presentations. Proficiency in the use of scheduling, email, and database systems. Excellent organizational skills and attention to detail; excellent written and oral communication skills; demonstrated experience in coordinating meetings. Experience managing vendor relationships. Ability to take initiative, plan, organize, and prioritize project and operational work. Exceptional teamwork and collaboration skills. Experience in developing, implementing, and monitoring technology business practices for general technology operations.

Hiring Range:$10,417 - $12,083 per month
