Confidential Administrative Support II


Oversees, evaluates, sets work priorities, provides performance feedback, promotes development, and determines training needs for payroll staff to ensure satisfactory results. Provides assistance in analyzing and resolving complex issues and maintains a high level of productivity and quality. Carries out responsibilities in accordance with university policies and applicable federal and state laws; makes recommendations when there is no precedent or standard method of performing the work. Exercises discretion and independent judgment in setting priorities, determining methods, and troubleshooting issues. Provides reports, data, and analysis when requested related to grievances and complaints. Partners with HR staff and managers to ensure compliance with Chancellor’s Office, CSU, Collective Bargaining, and CSUCI rules and guidelines. Independently interprets CSU Technical Letters and provides training to assure compliance with Chancellor’s Office and State Controller’s Office rules and guidelines.

Manages a full range of moderately complex payroll and personnel transactions related to the administration of payroll for all assigned employee and pay categories. Troubleshoots and resolves HR Catalog tickets involving issues related to Time and Labor and Absence Management. Manages Accounts Receivables process using established procedures in coordination with Accounting office. Researches, develops, and analyzes reports from CIRS and PeopleSoft. Collaborates with HRIS team on PeopleSoft/Oracle module implementations and assists in the development and presentation of training materials. Acts as the Subject Matter Expert for the PeopleSoft Time and Labor and Absence Management functions. Makes recommendations for changes in procedures and participates in long-range strategic planning.

Establishes and maintains business relationships with the campus community, various vendors, and State agencies. Communicates with campus employees on a regular basis to answers questions and disseminate information related to processes, procedures, and timelines. Responds to correspondence and addresses complaints to resolves problems in a timely manner. Performs other related duties as assigned.


At least five years of increasingly responsible specialized experience in preparing and processing payroll and personnel transaction documents with experience in keying garnishments, benefits, taxes, and the implications for an institution of higher education or non-profit.

Thorough knowledge of a complex payroll and personnel system; experience with the Payroll Procedures (PPM), Personnel Information Management System (PIMS), PeopleSoft/Oracle, and collective bargaining agreements preferred. Knowledge of applicable State and Federal laws and ability to quickly learn education codes and CSU 

Technical Letters. Ability to tactfully and clearly explain a wide variety of complex procedures and policies to individuals who have minimal knowledge of and remain calm when discussing sensitive pay issues with irate staff and faculty. Ability to train others to perform complex analysis of HR and payroll related documentation. Ability to analyze data and use effective problem-solving skills to trace and correct processing errors with high level of attention to detail. Ability to independently handle multiple tasks simultaneously, set priorities, and meet deadlines. Ability to independently determine appropriate course of action and accurately apply rules and regulations exercising sound judgment. Ability to maintain confidentiality. Ability to develop and maintain interpersonal relationships with campus staff, faculty, administrators, and student as well as staff in Office of the Chancellor and State Controller. Ability to operate computer for online keying of various transactions. Proficiency with PIMS, PIP, ACAS, CIRS, ten key calculator, Microsoft Office, and other related SCO systems required. Proficiency with PeopleSoft modules and functions used in Payroll and HR.

Position requires frequent sitting for extended periods and constant fine manipulation to operate a telephone, computer, and its components. May need to reach at desk level, lift/carry up to 10 pounds at waist level, stand and walk within work area and across campus.

A background check (including a criminal records check) must be completed satisfactorily before any candidate can be offered a position with the CSU. Failure to satisfactorily complete the background check may affect the application status of applicants or continued employment of current CSU employees who apply for the position.

Hiring Range: $4,464 - $5,885 per month
